The City of Morro Bay initiated an outside investigation into the detention incident that occurred at the Morro Bay Police Station on February 6, 2018. While the City never received a formal complaint from Mr. Plotner, the City treated his online postings as a personnel complaint and proceeded with an outside administrative investigation performed by Rich Thomas of Thomas Consulting. Mr. Plotner was advised of the investigation and invited to participate as a complaining party, but did not respond. After considering Mr. Plotner’s online posts and conducting an investigation of the incident, the investigator found that the Morro Bay Police Department actions were lawful and within department policy. Mr. Plotner is being provided notice of the completion of the investigation and the findings and will be invited to contact the City Manager to discuss the matter further should he not be satisfied with the outcome.
