Minority Business Enterprises (MBE) and Woman Business Enterprises (WBE) Programs
The policy goal of the MBE / WBE Programs is to assure that minority business enterprises (MBE) and woman business enterprises (WBE) are given the opportunity to participate in contract and procurement for supplies, construction, equipment, and services under any EPA grant or cooperative agreement. Disadvantaged Business Enterprise Program (DBE)
The City of Morro Bay often partners with Caltrans to fund transportation projects in the City. On such projects, City policy is to assure that DBEs have an equal opportunity to receive and participate in DOT-assisted contracts. It is also City policy:
  • To ensure nondiscrimination in the award and administration of DOT-assisted contracts.
  • To create a level playing field on which DBE’s can compete fairly for DOT-assisted contracts.
  • To ensure that their annual overall DBE participation percentage is narrowly tailored, in accordance with applicable law.
  • To ensure that only firms that fully meet 49 CFR, Part 26 eligibility standards are permitted to participate as DBEs.
  • To help remove barriers to the participation of DBEs in DOT-assisted contracts.
  • To assist the development of firms that can compete successfully in the market place outside the DBE Program

Prevailing Wages

California’s prevailing wage laws ensure that the ability to get a public works contract is not based on paying lower wage rates than a competitor. All bidders are required to use the same wage rates when bidding on a public works project. California law requires that not less than the general prevailing rate of per diem wages be paid to all workers employed on a public works project.
